The OCI Story:
A Legacy of Service


Founded in 2005, Optimization Consulting, Incorporated's (OCI's) beginnings were marked by the determination and enthusiasm that has become the company's trademark over five years later. Only a handful of people were part of OCI's humble beginnings — among them, current Chief of Operations, Richard Holmes, and OCI's Chief Financial Officer, Bryant Holmes, who observed the need for reliable service in Washington, DC and asked a critical question: "How do we participate?"

After certifications were in place, OCI's leadership began pursuing key projects, the first being a Healthcare Recruiting contract for the Air National Guard, which the company holds to this day. Being a small service disabled veteran owned business made OCI the premier choice for government agencies in dire need of managed services — a factor that has since garnered OCI the prestigious "Vendor of Choice" qualification for the Air National Guard.

Today, OCI is 80 members strong and growing. With three locations in Washington, DC, Lanham, MD, and Chicago, IL, we now provide the value add of a dedicated account maintenance team for our clients, free on-site facilities for our clients' use, and a community outreach program that enriches and supports our metropolitan neighborhoods. Since 2005, a love of service has motivated our efforts and set us apart from other consulting firms — a legacy that will persist for as long as we continue to learn, grow and serve.

OCI Employee Spotlight

Glenda Labinjo,
Director of Finance


Glenda Labinjo is an outstanding seasoned accounting professional with over 31 years of experience, has consistently received outstanding performance evaluations in all positions held. Labinjo brings to the position an extensive, comprehensive background in leadership and outstanding achievements in senior accountant budgeting and director positions.  She is a veteran who enjoyed an early Commission and served sixteen years in the US. Army Officer’s Finance and Adjutant General Corps in positions of Disbursement Officer, Budget Analysis, and Logistical Officer.  She is a graduate of Army’s Combined Arms and Services Staff School and ended her military career as Army Reserve Captain.
 
Glenda  later enjoyed a progressive civilian career includes Merchandise Forecast Analyst, Staff Accountant, Senior Auditor, Accounting Manager, Assistant Controller, city Director of Finance, Chief of Business Center, and Budget Manager.  She passed the Certified Public Exam in February 2002.
Glenda Labinjo has a proven track record of quickly grasp the client’s needs in order to develop and implement successful situational and strategic financial plans.  As an experienced problem solver, Labinjo’s diverse business background ensures delivery of commitments and timetables on time and under budget. Labinjo has a natural affinity for relating well to people of all ages and from multicultural backgrounds. Labinjo is also has a high computer proficiency with software programs such as the following:  Abacus21, Abra  Payroll and Human Resources, Discoverer, Fidelio,  Internet Explorer, Lotus 5, Microsoft Word, Excel, PowerPoint, Quicken,  QuickBooks, Oracle, Prisim, several on-line and batch General Ledger Systems, R’STARS, Peoplesoft, and PASS.

She is a wife and mother of two adult sons and one daughter, as well and four grandchildren.  When she is not devoting her time to her career and her family, she enjoys cultural and art events and international travels.

Nick Tajini, Project Manager

Nick Tajini

Nick Tajini, our Project Manager in Optimization Consulting Incorporated’s (OCI’s) Lanham PMO office, is originally from Casablanca, Morocco.  He has lived in the DC area since 1996 (with short spells in France and Morocco in-between) where he completed his studies at UMD College Park and American University.

He recently obtained his Project Management Professional Certification (PMP) on May 18, 2011.  Mr. Tajini joined OCI in January of 2011 and continues to be a key member of the Program Management Office.  He works in the Project Management Office (PMO) establishing project standards, methodologies, and processes to improve communications across the entire project spectrum.  Additionally, he is the project manager of the Air National Guard (ANG) Psychological Health Program contract.

OCI is a firm advocate of “Going Green” by reducing the amount of waste and increasing recyclable materials in our workplace.  OCI employees are committed to reducing energy consumption and recycling items such as paper products, batteries, old electronic equipment, soda cans, and bottles.

OCI’s “Going Green” initiative was spearheaded by the Communications Department, as members of OCI’s Proposal Team began researching simple ways to conserve energy and waste.   Consequently, they compiled and distributed a list of 20 “Fun Facts” to explain the connection between conservation practices and their effects on reducing greenhouse gas emissions and other forms of pollution.
